Exchange 2003 - Emailing aliases work externally but not internally

Hi,

Need some help on an Exchange 2003 issue. Note this is being replaced with Office 365, however, the problem exists now to be resolved.

So when a user leaves the business, normal procedure is to :

1) Export the mailbox to pst file and archive

2) Speak with Manager and add pst file locally if needed.

3) Remove exchange mailbox and disable user account.

4) Add this left users email address as an alias on their manager's account or whatever account is advised if any.

The problem is that when I send an email to that left users email address I get the bounce back "The e-mail account does not existat the organization this message was sent to.Check the e-mail address, or contact the recipient directly to find outthe correct address."

If I send an email from an external account, from gmail for example, the email will reach the manager.

I am assuming...
