Exchange Server 2013 - Transport Rule

I need to translate a transport rule into a EMS command. Could you please help me do it?

Name: CATCH ALL MAIL2SMS FROM OUTSIDE

Apply rule to messages

When any recipient address matches 9\w\w\w\w\w\w@domain.local

copy the message to default@domain.local
