"Send As" not working

Exchange 2007 SP3 Update Rollup 10

I need to give our Marketing user, "Send As" permission for "CEO's" mailbox. I know how to do that but as I mentioned I need "Send As" permission and not "Send on behalf of" which is the only way it works but I get "Marketing" sent on behalf of "CEO" in the email which we don't want. If I remove "Send on behalf of" - we get the this error:

"You don't have the permissions required to send messages from this mailbox"

Now I have tried using EMC on Exchange server and I have tried using ADUC and I have also tried using powershell command but nothing works. I tried this yesterday and restarted the exchange server but nothing. Funny thing is that same marketing person can do what she needs for a different mailbox but that was setup up months ago and I can't remember what is different now.
