Exchange 2013 components inactive

Hello All

Ive inherited an exchange 2013 box on Server 2012. The exchange box used popCon to pop email from a mailbox from the clients hosted website. This morning I checked in to find that popCon could not connect to exchange with error "421 4.3.2 Service not active" I have checked Get-ServerComponentState -Server and all are inactive. I have tried activate the services but the command does not work and no error is reported. All appropriate services are running. The server is at CU2. Users can connect with Outlook and I can reach the ECP and the management shell. The only event on the stop date was an update to Windows Update

Im a bit stuck as to what to do now. Thanks in advance
