How do you stop smtp relay in exchange 2013

I have seen in other forums that spammers use a technique of sending an email to generate an ndr report. I am seeing this happen on our exchange server. It doesn't look like its out of control yet but I want to nip it in the bud. I am also new to the exchange 2013 web admin. Can't find the relay controls that are mentioned in those forums.
