Outlook wants to keep restarting

Hi all,

I'm in the middle of migrating from Exchange 2010 to Exchange 2013 SP1 and my test email accounts are having trouble connecting to Outlook 2013. The users are constantly presented with the "The microsoft exchange administrator has made a change that requires you quit and restart Outlook". I've done some looking around and found this is a common error, but the SP1 upgrade seems to trigger it more often than the move from 2010 to 2013.

I've tried the permissions trick for web.config located here

but hasn't helped either.

Any suggestions would be greatly appreciated
