Exchange 2007 not sending emails internally or externally

We are running Exchange 2007 on a Windows Server 2008 Standard box, 64bit


We've been working on this issue all day today, what's going on is on Saturday the machine rebooted(Scheduled) and ever since then we have not been able to send email internally or externally, however we are able to receive mail externally. We booted around 12:25 or so, and server came back up at 1233 and at 1233 email had sent out momentarily. It looks like messages aren't leaving the user's outlook.


I have tried enabling the cert, checked registry keys, most things if not everything on the first two pages of Google.

We disabled our AV, Vipre Antivirus Business, and it still did not solve the issue. However, we uninstalled Vipre and upon the reboot(at 12:33 as mentioned above) messages sent out. Only for a few minutes, then it all stopped again.

When trying to send a test message in OWA it goes straight into the drafts folder. From outlook it says it is sent.

Some things from the event viewer:

MSExchange Common 205

MSExchangeTransport event 1018, 1019, 12014, 12011 

The Transport errors that catch my eye are 12014:

Microsoft Exchange couldn't find a certificate that contains the domain name uecuexchange.uecu.local in the personal store on the local computer. Therefore, it is unable to support the STARTTLS SMTP verb for the connector Client UECUEXCHANGE with a FQDN parameter of uecuexchange.uecu.local. If the connector's FQDN is not specified, the computer's FQDN is used. Verify the connector configuration and the installed certificates to make sure that there is a certificate with a domain name for that FQDN. If this certificate exists, run Enable-ExchangeCertificate -Services SMTP to make sure that the Microsoft Exchange Transport service has access to the certificate key.

And 12011:

Microsoft Exchange couldn't register the service principal name SMTP: The function completed successfully, but must be called again to complete the context
