POP3/Exch07 to Exch10

I currently have an old POP3 server hosting about 95 mailboxes. About 30 of them are being forwarded to an Exchange 2007 server with only the @.local addresses. When emails go out, they go out using the POP3 server as well. I am in the process to implementing a new Exchange 2010 server and move everyone from the POP/Exchange to just plain Exchange.

Moving the mailboxes between Exchange servers is not a big deal, but every time I want to configure the new Exchange to handle emails properly with our @.org, everyone within Exchange is unable to send emails to those users we haven’t migrated or are not on the Exchange server yet.

Any way I can make this work where users on the Exchange can send/receive emails as well as those on the POP and move users to the Exchange as we go along? I’m trying to avoid any downtime for the users or at least keep it at a minimum.
